Course Description:

Evidence-based policymaking is the foundation for a holistic public policy. Today, all policies must be grounded in data and analysis of that data in order to be successful, efficient, effective, and impactful.

 

However, before we incorporate data to make a people-centric policy, it is imperative to understand how ‘evidence’ is introduced at each level of a Public Policy Cycle. One cannot simply rely on ideological or impulsive responses to create successful public policy

 

It is in this context that the course, “Data Analysis in Public Policy” is presented – to teach the art of ‘Research Planning’, its significance, and ‘measuring the concepts derived from research planning’.

 

The course helps to learn the building blocks of data analysis in public policy. Resource material will also be provided during the course, which will be of aid when working on the assignment, and on future public policy projects you will be engaged in. 

 

 

Course Objective:  

​Evidence-based policymaking relies on research-based evidence to produce desired outcomes. We recognize that however well-researched and managed a policy might be, research and conclusions are value-laden. ​This is why public policy must be developed skilfully through participatory processes that take into account multiple concerns, some of which might militate against each other.

 

Data analysis is successfully undertaken in public policy when it is acquired by implementing various exercises. There are various layers of data and policymaking. We have to find these layers, spend adequate time on each of them, and gather evidence about the policy in discussion.

 

The DAPP course will aid individuals in acquiring the tools and skills to help gather, inspect/monitor, evaluate, and analyze such data. The course will entail basic statistical and inferential methods. Instructors will engage the participants with live examples and current work undertaken by them, to develop practical skills and techniques in policy-related projects.

 

 

Application Process and Eligibility:

  • Undergraduate or Graduate. It will also be open for mid-career professionals
  • Must have research methods knowledge, intermediate research skills, basic understanding of data when studying public policy and types of data (qualitative and quantitative).

  • Students pursuing a degree in Social Sciences, Economics, Statistics, and other related subjects.
  • Policy Research Interns.
  • Policy researchers working with corporate consultancies and/or public policy think tanks, nascent PhD Scholars, and anyone entering the analytical side of public policy.

  • Weekend sessions 
  • Assignment completion is mandatory to get certification – to be submitted two weeks after the final session is conducted

Dr. Tarun Arora

 

A researcher with a demonstrated history of working in the development space, Dr. Tarun Arora is skilled in Project Management, Monitoring and Evaluation, Policy Analysis, and Quantitative research methods. He completed his doctoral studies in Economics from the Institute of Social and Economic Change, Bengaluru, and joined Janaagraha in the year 2016.

 

At Janaagraha, among many other projects that he headed, one of the projects closest to him was the Jana Brown-Citizenship Index project which is a collaboration between Janaagraha and Brown University, USA. The project aimed to evaluate the quality of citizenship in urban centres through the lens of knowledge, participation and engagement, and estimate its impact on the quality of public service delivery.

 

He has widely published in the areas of urban governance, voter list management, civic learning, trade competitiveness, and industrial economics. At present, Dr. Tarun Arora is an Associate Professor of Economics at the Department of Professional Studies, Christ (deemed-to-be) University, Bengaluru.

 

 

Dr. Reetika Syal

 

Dr. Reetika is a Research Consultant with CPPR. She has a Ph.D in Political Science from the Institute for Social and Economic Change, Bangalore, and was an Assistant Professor at JAIN (deemed-to-be) University, Bangalore, for more than 8 years, before joining the organization.

 

She has also worked as a Post-Doctoral Fellow at Wageningen University & Research, The Netherlands, and IIT- Delhi in 2018-19, on a project on Civil Society Advocacy, with her research focusing on State-Civil Society Relations in Disaster Management in India.

 

She is a part of the Lokniti Network in Delhi, and has been a part of various elections and democracy-related studies, along with being a resource person for Lokniti’s Annual Summer School on Quantitative Data Analysis for more than a decade.
